Reichhardt & Ebe provides full-service construction management for projects we
designed in-house as well as for designs prepared by others. Our services include
project management, contract administration, construction project engineering,
and construction inspection and observation. We have a continuing record of
completing construction management in full compliance with WSDOT and Federal
Highway Administration requirements.

Day to day, that means contract administration, on-site inspection, submittal and
pay-estimate review, and clear documentation of progress and change. We hold the
work to the design intent and to public-agency standards, catching issues in the
field before they become costly.

## Our approach to project management

We believe our approach to project management is what sets us apart. Our teams
build close working relationships between everyone involved, from the project
manager to the field inspectors to our project administration staff. We use
custom-developed tracking tools to keep material submittals current and to
calculate composite pay factors accurately.

Our staff can provide every aspect of construction management, including project
documentation that meets the requirements for locally, state, and federally
funded work: project inspection, federally funded project documentation,
constructability reviews, and full project management.

## Why our expertise makes a difference

Civil designers sometimes become so focused on a design that they miss how it
will play out during construction. Those issues tend to surface as
constructability problems or as disputes over methods of measurement and payment.

For as long as we have provided design services, we have also provided
construction management and construction engineering, on private projects and on
municipal projects funded locally, by the state, and federally. We made a
deliberate decision to involve all of our design engineers in construction
management, so they understand how to prepare plans and specifications that avoid
those problems. We also bring our inspection staff into constructability reviews
of plans and specifications before a project goes out to bid.

## Specialty experience

Years of work as municipal consultants have taught us the specific skills a
public project demands. Two areas where that shows:

### HMA acceptance and composite pay factors

Through ongoing dialog with the WSDOT materials laboratory, we have helped
identify inconsistencies between DOT and APWA specifications and developed a
working understanding of proper HMA acceptance testing and of composite pay
factor calculations for both quality and compaction.

### WSDOT and FHWA audits

We take particular pride in our attention to detail during project documentation.
A WSDOT Northwest Region representative told us that the only two material
documentation audits in which they had no findings were projects managed by
Reichhardt & Ebe. We have also served as construction manager on one of only a
handful of projects selected for FHWA billing reviews in the Northwest, and an
FHWA billing review of our documentation on a recent ARRA project returned no
findings or deficiencies.
