A Local Improvement District (LID) lets a community fund public improvements by spreading the cost across the properties that benefit from them. Reichhardt & Ebe has the experience to provide the full array of LID services for every type of municipal infrastructure project, from feasibility studies and special benefit analysis through development of the LID boundary and on to project closeout.

A proven track record

Our staff has delivered many successful LID projects, ranging from neighborhood sanitary sewer improvements to complex arterial street capital improvements that combine several funding sources in areas of mixed zoning, where special benefit and proportional benefit have to be weighed carefully.

We support the full process: feasibility studies, preliminary and final assessment rolls, engineering design, cost estimating, and the public-outreach and formation steps that keep the district defensible and transparent.

Guiding the public process

We know the LID process at every step, and we specialize in helping cities and counties carry it out. That includes communicating effectively with citizens and with city and county councils to explain how a LID works, describing the available assessment methods, and walking through the funding and financing options. It also means addressing the sensitive questions that reliably come up during formation, before they stall a project.
